About Goal Data Notebook

A small reference site on measuring IEP progress: baselines, data collection, graphs, decision rules, and reporting to families.

Why this site exists

Every IEP goal needs a way to tell whether the student is making progress. The federal rule says the IEP must describe how progress will be measured and when families will get reports, and then leaves the methods to states, districts, and teachers. Advice on baselines, graphs, and decision rules is scattered across training slides, publisher manuals, and research summaries. We put the methods in one place, in plain language, with the sources named.

Who it is for

Special education teachers, interventionists, case managers, and paraprofessionals who collect data, and families who want to understand a progress report. The guides describe methods and worked examples. Your district sets the exact procedures and forms.

How it is run

Goal Data Notebook is independent. It has no ads, no affiliate links, and nothing for sale. Guides are written by the editorial desk, currently Marcus Whitfield, and re-checked on the schedule on the how we review page.

What it does not do

It does not give legal, psychological, or educational advice. It does not replace your district procedures, your IEP team, a school psychologist, or a statistician. Examples are invented and never use real student information. The calculators run in your browser, send nothing, and store nothing. Where a method depends on a publisher's norms or a district policy, we say so and point to the source.
